The Candidates

Here's a brief rundown on the candidates and their platforms.

Bertrand Delanoë, Parti Socialiste.

32 % intend to vote for him in the 1st round, according to survey published 9 February in Liberation.

Delanoe's candidacy has benefited from the division of the right, and his unwavering emphasis on his theme of "Les Parisiens". He places the interests of Parisians at the heart of his proposed program.

Delanoe's program, aptly called "CONTRAT POUR L'ALTERNANCE," is about "change" -- changing a municipal government system that many Parisians believe has created an arrogant privileged class that publicly flaunted their power.

Delanoë speaks about bringing Paris into a "new era of democracy." He would like to promote transparency in government, and his proposals also include concrete plans to decentralize city government by giving the 20 local arrondisement mayors more control over their own affaris. He also has made certain items of his proposed budget made known -- like the 30 million francs for the construction of creches.

Philippe Séguin, Rally Pour la Republique

29% intend to vote for him in the 1st round, according to survey published 9 February in Liberation.

Séguin's candidacy has suffered from the divisions of the right, and a sentiment among voters that he already has his sights set on higher office. However, he has made a serious effort to offer voters a "new right" ­ different and separate from the scandalous, clannish Right of the past. He has made "a renovated Right" the theme of his campaign.

Séguin's program, "12 POINTS CLES POUR PARIS", also talks about change, though there is a decided emphasis on "security." In fact, one of his more controversial proposals envisions a municipal security force. He has said that a major focus of the new force would be dealing with "quality of life" offenses in the city. Séguin also wants to make the municipal government more transparent, but he is less concrete in his proposals about how.

Jean Tiberi, dissident Right.

15% intend to vote for him in the 1st round, according to survey published 9 February in Liberation.

His campaign has been seen by many observers to be fight for his personal honor-after a term full of scandals and accusations.

Tiberi proposes to continue his policy of renovating, restoring and modernising the city. He also is asking voters to extend his mandate so that he could continue progress he has made thus far.

Yves Contassot, Greens.

The Greens really have no chance of winning the Mayor's office, but if they are successful at the polls, they will find themselves in key positions within city government after allying with the Socialists. According to Liberation, the party would like 3 or 4 key positons, including Urban planning and Housing, Transport, Culture and perhaps, Premier Adjoint (if they manage to reach 15% of the first round vote).
